New study for the MLR Baden-WuerttembergAre consumers at the heart of the energy transition?

In light of the planned Citizens Energy Package, the European Commission wants to place consumers even more at the heart of the energy transition in the future. This builds on the energy consumer rights already enshrined in the Electricity Directive (EU) 2019/944. ConPolicy was commissioned by the Baden-Wuerttemberg Ministry of Food, Rural Affairs, and Consumer Protection to evaluate the implementation of existing energy consumer rights in Germany.

The aim of the study is to identify practical implementation deficits at the national level and to develop proposals for solutions. To this end, extensive literature analyses and expert consultations were carried out. This evaluation thus contributes to the further development of a consumer-oriented energy policy—and at the same time provides valuable input for the design of the upcoming Citizens Energy Package.
