In light of the planned Citizens Energy Package, which is set to be adopted in the first quarter of 2026, the European Commission plans to place consumers even more at the center of the energy transition. This builds on the energy consumer rights already established in the Electricity Directive 2019/944, which is already in force.
With this in mind, the Ministry of Food, Rural Affairs, and Consumer Protection of the State of Baden-Wuerttemberg commissioned ConPolicy to evaluate the implementation of the Electricity Directive in Germany, with a focus on energy consumer rights. The aim of the study is to identify practical implementation deficits of the directive at the national level and to propose solutions.
The project comprises three central work packages:
- Work package 1: Collection and analysis of relevant research, legal, and industry literature. The aim is to gather implementation deficits and potential solutions.
- Work package 2: Consultation with experts from consumer organizations, the energy industry, and government agencies on the results of the literature analysis. The aim is to validate and specify the previously identified implementation deficits and proposed solutions.
- Work package 3: Consolidation of the findings from the literature analysis and expert workshop in a final report.
